Laurel Blatchford is a senior partner and director at Delivery Associates, a global social impact consultancy. DA specializes in supporting governments and nonprofits to translate complex strategies into real-world delivery, with a particular focus on building the capacity of public systems to drive lasting, equitable impact.
Laurel’s 25-year career has included leadership roles in the public, nonprofit and philanthropic sectors. Most recently, Laurel served as the Chief Implementation Officer for the Inflation Reduction Act (IRA) at the US Department of the Treasury, where she coordinated across a wide range of internal and external partners to implement the IRA’s clean energy tax credits and $60B investment in the Internal Revenue Service, including the launch of Direct File.
Prior to her service in the Biden Administration, Laurel served as Managing Director at Blue Meridian Partners for two years, where she helped launch the Place Matters fund. From 2014-2020, Laurel held senior roles at Enterprise Community Partners eventually serving as President and interim CEO. During her tenure, Laurel led a team of 250 staff working in 12 markets across the US that built capacity on the ground, piloted new solutions, advocated for federal, state and local policy change, and connected partners to capital.
Between 2009-2013, Laurel served as Chief of Staff to Secretary Shaun Donovan at the US Department of Housing and Urban Development. Prior to joining the Obama Administration, she held senior roles in the administration of New York City Mayor Mike Bloomberg.
Laurel currently serves on the boards of the American Flood Coalition and Fountain House, and is senior advisor at Renaissance Philanthropy. She lives with her family in Washington DC.
