Chelsea Andrews has excelled as a visionary thought leader and strategic executive for more than 20 years in both large-scale operations and legal fields for mission-based organizations. In her present position as President and Executive Director of the Housing Opportunities Commission of Montgomery County (HOC), Ms. Andrews leads an agency serving almost 30,000 Montgomery County residents though a variety of innovative housing programs. HOC owns over 9,000 apartment, townhome and single-family rental properties and manages almost 9,000 rental assistance vouchers.
Prior to joining HOC she served as Executive Director of EveryOne Home, a “collective impact initiative” and HUD designated Continuum of Care representing Alameda County and 14 cities in northern California. Ms. Andrews also served as Senior Executive Vice President and General Counsel for the District of Columbia Housing Authority.
Ms. Andrews has worked for several Fortune 500 companies, is a former Assistant State’s Attorney for Prince George’s County, Maryland, and is barred in multiple jurisdictions.
She earned Bachelor’s and Master’s degrees in Business Administration from Florida A&M University and her Juris Doctorate from The George Washington University Law School.
