Ben Metcalf serves as Managing Director of the Terner Center for Housing Innovation at UC Berkeley, where he leads the organization’s growing research and policy portfolio focused on housing affordability and innovation. Metcalf also holds an appointment as Associate Research Professor in UC Berkeley’s Department of City and Regional Planning and serves as the Chief Executive Officer of Terner Labs, a nonprofit established in 2021 to advance applied innovation in housing.
From 2015 to 2019, Metcalf directed California’s Department of Housing and Community Development (HCD) under Governor Jerry Brown, playing a central role in advancing the landmark 2017 Housing Package. Earlier in his career, Metcalf served in the U.S. Department of Housing and Urban Development (HUD) as Deputy Assistant Secretary for Multifamily Housing Programs, where he managed the Federal Housing Administration’s multifamily loan portfolio and oversaw affordable housing initiatives serving more than 30,000 properties nationwide.
Metcalf earned a Master in Public Policy and Urban Planning from the Harvard Kennedy School and a Bachelor of Arts from Amherst College, and was an inaugural Fellow at the University of Pennsylvania’s Center for Urban Redevelopment Excellence.
